at a four way stop if two cars arrive at the intersection at the same time?

If opposite from each other, the left turning vehicle yields. If no one is turning left, both proceed at the same time.

If at an angle to each other the one on the right goes first.

In the real world, none of that matters and you just proceed with a lot of caution because most drivers do not know these rules, did not notice who stopped when, and therefore cannot reliably follow the rules.

Thankfully the 4 way stop is a rare type of intersection.

Right of way goes to the car on the right. there will always be instances where you have to use judgment, its always better to err on the side of caution. It happens to me all the time, I usually end up just waving the other person through.

The biggest heaviest ugliest has Right-of-Way.

Just kidding. What is in reality is that you both stop, one twitches and starts first.

Someone has to take the initiative to begin, and then the next to the right, and so on

whoever has the cooler car goes first
