When two lanes turn, it's never a good idea to turn into the middle lane, because another driver might not know the rules, and might turn into the middle lane. If you're in the left lane, then it's best to turn into the left lane. If you're in the right lane, then it's best to turn into the right lane. If you turn into the middle lane, and someone else also turns into the middle lane, then you crash.
Right hand turn from the farthest right lane MUST turn into the farthest right lane of the next street. You can't change lanes in the middle of a turn.
I am not sure if this situation is defined in driving rules. But common sense would tell that the right most lane should keep right and occupy the right most lane on the intersecting lane until it is safe to change to inner lanes. Typically, on the 3 lane road you are turning into, the inner most lane would be occupied by traffic existing on that road and by traffic turning into the road from the opposite direction to you.
Now, if you try to turn into the middle lane from extreme right lane, you might run into vehicles that are making the turn along with you on the lane next to you.
It can turn into any lane - as long as it is safe to do so and it doesn't risk a collision.
