chances are a 125cc bike is not suitable for touring, you would do better to wait till you pass your test and go on a bigger bike also you will have gained knowledge also, this may be hard for you to take in at this time but riding motorcycles on motorways and in strange places can be a nightmare, been riding myself for 45 years so know what I am on about.
I doubt that you will be able to hire a motorcycle at 17 without a full license. All you can do is call the companies that hire motorcycles and ask them.
