Given that the engine is clearly a horizontal single cylinder and none of the Japanese manufacturers ever made a cruiser-style bike with that type of engine, it's obviously NOT a Honda or a Suzuki. And it's not a 250, either.

Sadly, it's just a cheap Chinese clone, somewhere between 50cc and 125cc, along the lines of a Yunlu YL-50 or any one of the many similar Chinese knock-offs.
