They will tow a car if the driver is arrested an another licensed driver is unavailable to drive it home. Someone has to pay towing & storage fees, but you can get the car back.
They can seize the car as evidence if a crime was committed. But again, if they find no evidence in the car, they have to give it back.
If the vehicle was used selling drugs, they can confiscate the car, sell it at auction, and the police department gets to keep the money. Or the cops can keep it as an undercover unit or a DARE care. Either way, if the cops seize your car in a drug deal, you no longer own a car.
The police only tow your car away when your care is NOT legal to drive.
It is so they make money by forcing you to pay to retrieve your vehicle.
