s a 4 wheeler considered a motorcycle?

No. a motorcycle come from the vehicle which is known as a Bicycle (bi-means 2) which has 2 wheels. A bicycle with a motor for acceleration not coming from the rider itself is a motorcycle (still has 2 wheels)

A 4 (FOUR) wheeler is not a Bicycle (2 wheels) or a motorcycle (still has two wheels) and therefore cannot be considered a motorcycle.

No.

This is a pretty standard legal definition of "motorcycle":

259:63 Motorcycle. – "Motorcycle'' shall mean every motor vehicle having a seat or saddle for the use of the rider and designed to travel on not more than 3 wheels in contact with the ground, but excluding tractors and mopeds. The term shall also include 3-wheel scooters with enclosed cabs.

OK they make training wheels for HARLEYS witch wood make a 4wheel motorcycle.

no, not legally.

it's a quad or ATV if you prefer; but i wouldn't consider them bikers in the strict sense of the word. yet they do fit the bill in the sense that they enjoy the outdoors and use a gas throttle.
