It is a reckless driving ticket - the statute refers to "wanton disregard" in two places without identifying a separate offense. The penalty includes 4 points, as much as $1000 in fines and costs, potentially jail time, and (depending on the circumstances) may include a license suspension. There seems to be a lot of agreement that a lawyer will save you money and grief in the long run.
North Carolina is serious about traffic offenses. Simply watching a pre-arranged street race (other than fast and Furious on DVD, I assume) results in a 3 year license suspension.
It means driving in a very careless way - eg high speed, tailgating, very bad overtaking. It carries a higher sentence than the offence of careless driving.
It means you shouldn't be allowed to drive. If you show a disregard for the safety of others on the road you should have the privilege of a driving licence removed.
